For me it worked the following:
> wget -q -O – http://www.dotdeb.org/dotdeb.gpg
> sudo apt-key add dotdeb.gpg

Port 11371 has nothing to do with gpg package signing.

There are a number of ways to import the key.

This took me a little while to figure out, so this is what worked for me:

wget -q -O – http://www.dotdeb.org/dotdeb.gpg | sudo apt-key add -
